When you create a webcast , it initially inherits the permissions from the corresponding folder.

If you create it in ''My Folder'', you must share it with additional groups (within TU or completely publicly); otherwise, it will only be visible to you – see also FAQ: In which folder on Panopto should I upload my videos?

If you create it in the folder linked to Moodle , all students of the corresponding Moodle course can watch it if you share the link.
